DALLAS - A police sniper shot a cornered suspect in an overnight attack on the Dallas Police Department's headquarters, and authorities were checking Saturday to see if he was alive or dead.


The sniper shot the man following a standoff of several hours in a restaurant parking lot in the suburb of Hutchins, where he had fled in a van after the early-morning shootout outside of police headquarters near downtown Dallas, Dallas police Chief David Brown said at a news conference.

Investigators found a package containing pipe bombs in the parking lot of the headquarters building and the suspect told police negotiators that he had C4 explosives in the van, Brown said. The chief said police were using a camera-equipped robot to inspect the van and to try to determine if the suspect was alive or dead. Police also planned a series of controlled detonations

Shortly after Brown spoke, several explosions could be heard close to where the van was parked and officers could be seen approaching the vehicle.

Brown said investigators believe the man acted alone, even though early witness reports suggested there could have been as many as four attackers. Brown said the suspect apparently moved quickly during the attack, which may have given the impression that others were involved.

Cellphone video shot from a balcony or roof near the headquarters building showed the suspect's dark-colored van ram a squad car as gunshots ring out. Brown said shots struck several squad cars, but nobody except for the suspect was shot or injured during the hours-long confrontation.

Bullets pierced the glass of the headquarters entrance and caused damage inside, including at the front desk, where the employee on duty had gone to get a soft drink right before the bullets started flying, Brown said.

In an earlier news conference, Brown said the suspect had identified himself as James Boulware and told police that he blamed them for losing custody of his son and "accusing him of being a terrorist."

After announcing police had shot the suspect, Brown said investigators were still trying to confirm his identity, pointing out that the suspect could have been lying about his name earlier.

A police spokesman, Maj. Max Geron, said investigators think the suspect fired an unknown number of shots from his van while it was parked in front of police headquarters, which is across the street from a boutique hotel and a popular bar that was still open. He said the suspect then apparently began firing on squad cars before he rammed his van into one of them.

Anita Grendahl was asleep in her 7th floor apartment in a high-rise across from police headquarters when she heard gunshots loud enough to wake her up over a white noise machine in her room.

"We just woke up to a few pops and thought somebody was on my balcony, and then looked outside and saw the van crash into the car," she said.

Ladarrick Alexander and his fiancée, Laquita Davis, were driving back toward the police station to their nearby apartment when they heard 15 to 20 gunshots in quick succession.

Seconds later, police could be seen swarming an unmarked van that appeared to have crashed into a police car, they said.

They turned around and were parked outside the police perimeter about two blocks away, where they heard the sound of one detonation at about 4:30 am and smoke coming up in the air.

Police headquarters is in a former warehouse district where a boutique hotel and several new apartment buildings have been opened.

"We don't see too much going around here at all," Alexander said.

A suspect in Saturday's shootout at Dallas Police headquarters has been shot by a police sniper, The Associated Press reported Saturday.

Police are checking to see if the suspect was killed, Dallas Police Chief David Brown told the AP.

The suspect, who identified himself to police as James Boulware, opened fire on officers outside Dallas Police headquarters Saturday morning after ramming his van into a squad car, Brown said in a news conference Saturday.

He then led cops on a chase to a Jack in the Box parking lot in suburban Hutchins, Texas, where a standoff ensued.

Cops shot him with the sniper rifle just after 5 a.m. local time.

Boulware, who was in contact with police via cell phone, had been negotiating with officers. He said he had been hurt, Reuters reported.

The suspect had not been heard from in hours as of 7:30 a.m., the Dallas Morning News reported.

A police sniper fired on the vehicle with a .50-caliber rifle in an effort to gain access to the inside of the vehicle, according to law enforcement tweets.

Officers used the sniper rifle after an "explosive breach" of the armored van's windshield failed.

The suspect had told police negotiators that he had "C4" explosives in the van, Brown told the AP. As a precaution, police used a camera-equipped robot to inspect the van and determine whether the suspect was dead or alive
Police found four bags outside headquarters, at least one of which contained a pipe bomb that exploded when a bomb squad robot attempted to move it early Saturday. Police carried out a planned detonation of at least one other explosive device.

In addition to the four bags, a suspicious briefcase was found in a dumpster near police headquarters. By 6:20 a.m., all five packages had been cleared.

Dallas Police shared photos of the damage to headquarters on Twitter. No officers were injured in the assault on the building, or in the subsequent shootout.

UPDATE, 12:44 p.m.: This report previously stated that the shooter had been confirmed dead by police, citing a report by AP. That report was later retracted. Police have not yet confirmed the shooter’s death. The report also stated that the shooting took place on Friday; it took place on Saturday morning.

Suspect In Dallas Shooting Had Grudge Against Cops, Violent Criminal History

The family of a man suspected in a brazen attack on Dallas Police headquarters Saturday said he harbored a personal grudge against cops, and has a violent criminal history that includes death threats and assaults on relatives, and alleged plans to gun down innocent people at schools and churches.

The suspect in the late-night shootout in downtown Dallas identified himself to police negotiators as James Boulware, 35.

Before cutting communications, he told negotiators that cops took his child from him and accused him of being a terrorist, Dallas Police Chief David Brown said in a news conference Saturday. Boulware said he was going to "blow up" the police in retribution.

The suspect died Saturday following a standoff with law enforcement in a parking lot in Hutchins, Texas.

Authorities have not yet confirmed the suspect's identity, but Boulware's father, Jim, told the Dallas Morning News that his son blamed police for his losing custody of his son.

"He blames the police for taking his son away from him. I tried to tell him that the police are just doing their job," Jim Boulware told the newspaper. "I'm not saying he doesn't have some problems of some kind, but you can push someone so far and everybody will break."

Jim Boulware told the Dallas Morning News that James was unable to find work after a run-in with the law in 2013, and subsequently lost custody of his son. According to WFAA, the case was eventually dropped, but the allegations cast a long shadow.

Lamar County Jail records obtained by WFAA show that Boulware was arrested in May 2013 for allegedly assaulting several members of his family in an incident in Paris, Texas. He was charged with one count of impeding a family member's breath or circulation and another count of causing bodily injury to a family member.

Paris Police Chief Bob Hundley told KTEN at the time that Boulware had choked his mother, then threatened to "kill all the adult members of the family."

Boulware's brother, Andrew, told the station that James also threatened to shoot up churches and schools. Family members were convinced he was capable of it, and called police.

"He had been talking about the schools and churches being soft targets, being easy targets because no one in them was armed," Andrew Boulware told the station at the time.

When police arrested James Boulware in 2013, they found a cache of guns and ammunition in his home. They confiscated at least four long guns, three handguns, body armor and tubs of ammunition.

Jim Boulware told the Dallas Morning News that he had seen his son Friday night and that there was no sign of trouble, although his son had recently purchased a strange van that he'd intended to live in.
WFAA's Jason Whitely reported that an armored van was used in the assault on police headquarters.
Video taken by a witness to the shootout shows the suspect plow into a Dallas Police cruiser with the van, after which gunfire erupts. Shots were fired into squad cars, but no officers were injured. Cops also disposed of five suspicious containers found near police headquarters, at least two of which contained black powder explosives.

Preliminary reports said there may have been up to four suspects in the shootout, but so far no others have been identified.
