If they were not hostile, how long would it take for us to exploit them?

It gets back to Zorgon's universal  Yin and Yang.  There's good and there's bad.

Now the good ones have the tech to wipe us off the planet and the bad ones have the tech to wipe us off the planet.

Whatever we have down here is not going to make a difference; I can just see them laughing now. 

The fact that that hasn't happened yet is up to yet a higher authority who has the final say.  If He/She decides the bad ones arent going to wipe us off the planet then it wont happen and that has probably been prevented by the higher authority allowing the good guys to stop any of that.

I also believe that because we are a karmic planet with free will, it is also up to the higher authority again to allow any of them to land publicly.
