I think Congress is near to declaring themselves Total Masters Of Time And Space.  In practical terms, they are asserting control over Russian, Chinese, NK, Iran and whatever ports are anywhere.  An Act Of War.

Ordinarily, this might be called psychosis. Instead, it passes for governance these days.

There is tens of thousands maybe more in the mil, wouldn't take much for all of them to stand down or arrest the ones in charge.

That bill has to pass the house vote, then has to be voted on and passed by the senate; then has to be signed or vetoed by Potus Trump  8)

It will probably not make it into final law but the sheer bipartisan arrogance behind it is stunning - and anyone who thinks Congress wouldn't do anything this insane needs to consider what they did with FATCA.

Well...  Given the script the psychopaths wrote calls for WWIII ala Albert Pike, such a move is unsurprising.  Gotta make the war seem plausible.  But "insane" is the key word there.  The moves are insane but everyOne will accept the war as being "understandable."

Heres the link to the bill, without all the tinfoil hat wearing, shivering in a corner paranoia..not that I support, nor condemn this particular act of hubris, but....it helps to go right to the horse's mouth and listen to the words and make your own decision on what this means or what it will do to the entities involved.

Keep a clear head, see through the conspiracy guy on six cups of coffee rhetoric, and make your mind up whether it is what is appears to be by actually reading the exact words written and being shoved through our governmental garlic press.

“(d) Seizure and Forfeiture.—A vessel, aircraft, or conveyance used to facilitate any of the activities described in section 104(a) under the jurisdiction of the United States may be seized and forfeited under—

“(1) chapter 46 of title 18, United States Code.

It all sounds very innocent in the summary but the above is one area in particular where things get dangerous.  And it specifically lists the names of ports in Iran, China and Russia to be observed and reported on - as to compliance with NK sanctions.

Possibly these are superceded by maritime law, but tis a mere gesture. Im not sure...
