NASA - The Decline and Fall

NASA - The Decline and Fall

The concept of NASA was supposed to be a public funded space agency that would, like we envisioned in Star Trek, take us out there where no man has gone before.  Yet we now know that NASA is but a branch of the Department of Defense and its budget is tied to grants from Washington.

If they were truly publicly funded, they could sell advertising to corporations, and take space tourists to the ISS.

Russia does this... Pizza Hut paid over a million to put a logo on a Proton rocket and deliver the first Pizza to space... but they had to do it in Russia and the Russians took delivery. Radio Shack, Popular Mechanics and Lego... all did the same.

And the Russians will take space tourists for a 10 day stay at the ISS for a mere $20 million a pop. All that revenue going to Russia's space program. I will expand on this a bit later with the actual reports. I did a thread called..

The International Space Supercenter (ISS)  Shopping Mall

A little tongue in cheek tour of the ISS showing some of the stuff really going on that isn't in the evening news. ( I will recreate that thread here with updates)

So WHY is NASA so against getting cash from the private sector when they are so cash strapped? Damned if I know.  Yet they can give MILLIONS in funding to the Wheeling Jesuit University. WTF? Government funds channeled to a Religious organization? And they are starving for cash? What the hell is going on here?

Not only that but the National Technology Transfer Center (NTTC), the organization that decides which companies get the technology offshoots from NASA programs is housed at Wheeling Jesuit University

Really? Something is wrong here... VERY wrong.  >:(  I will post the relevant links shortly

Robert Bigelow and Genesis

Robert Bigelow went to NASA to have them launch his Genesis Modules... for his "Hotel in Space" private inflatable space station...

NASA told him NO... and when he went to Russia... NASA was pissed at him. His solution? Buy a partnership in a RUSSIAN unused space launch site along with a leading defense contractor. More American money going to help Russia's space program.

Robert says... NASA = No Access to Space for Americans

Q: Why do you think NASA has been reluctant to allow tourists in space, like Dennis Tito, for example?

Robert: "Well, it’s the mentality that “we own space.” NASA stands for “No Access to Space for Americans” — that’s what it stands for to me and to most Americans. NASA has exclusive control and a lock on everything having to do with space, except for the Russian side. And they were just beyond belief in being rude and obnoxious [in response to Dennis Tito's trip]. It was just embarrassing to this country."

My own private space station
Robert Bigelow has his funding priorities straight: Orbiting cruise ships and paranormal research.

You can track Robert's space station modules here on our website...

Research Grants - Wheeling Jesuit University

NASA Funds WJU Center to Develop Astronomy, Earth Science Courses

Quote
WHEELING, WV — A grant of almost $750,000 will allow the Center for Educational Technologies® at Wheeling Jesuit University to develop online courses on astronomy and Earth science for high school students.

The grant is one of nine proposals NASA is funding for a total of $11.5 million over two years, the space agency announced this week. The selected proposals illustrate innovative approaches to using NASA-themed content in support of secondary-level teaching and learning, with a particular emphasis on high school education.

Seems the Inspector General at least noticed...

Quote
The Office of Inspector General (OIG) conducted a review of NASA’s oversight of grants and cooperative agreements with Wheeling Jesuit University (WJU) in West Virginia. Our objectives were to determine whether NASA adequately reviewed WJU’s cost proposals for grants and cooperative agreements and to determine whether the cost proposals complied with NASA and Federal policy regulations. We reviewed five grants and cooperative agreements (both called agreements in this memo) between WJU and NASA that were active or not closed1 as of October 8, 2008. (See Enclosure 1 for details for our scope and methodology.)

Final Memorandum on Review of Wheeling Jesuit University Cost Proposals (Report No. IG-09-020-Redacted; Assignment No. S-09-002-00)

Quote
We found that NASA inappropriately approved, obligated, and partially expended more than $4 million of facility and administrative (F&A) costs2 because NASA grant officers in charge of the WJU agreements did not adequately review WJU’s cost proposals. Specifically, the grant officers failed to note that WJU had included F&A costs as direct costs in its cost proposals to NASA. During our interviews with NASA grant officers assigned to review the WJU agreements, they stated that they were not sufficiently familiar with the definitions and allocation of direct and F&A costs to adequately exercise due diligence to ensure proposal costs were allowable, allocable, and reasonable under the Office of Management and Budget (OMB) Circular A-21, “Cost Principles for Educational Institutions” (Revised August 8, 2000) (Circular A-21).

ExoMars cooperation between Nasa and Esa near collapse

Quote
The American space agency looks set to pull the plug on its joint missions to Mars with the European Space Agency.

Nasa has told Esa it is now highly unlikely it will be able to contribute to the endeavours, which envision an orbiting satellite and a big roving robot being sent to the Red Planet.

The US has yet to make a formal statement on the matter but budget woes are thought to lie behind its decision.

A public announcement by Nasa of its withdrawal from the ExoMars programme, as it is known in Europe, will probably come once President Obama's 2013 Federal Budget Request is submitted.

This request, expected in the coming days, will give the US space agency a much clearer view of how much money it has to implement its various projects.

So it's no wonder Obama is cutting NASA's purse strings

Obama budget would cut NASA moon plan

Quote
By Irene Klotz
CAPE CANAVERAL, Florida Feb 1, 2010 4:18pm EST

(Reuters) - President Barack Obama is no longer shooting for the moon, with a budget plan that aborts a symbolic but expensive lunar program and spends $6 billion over five years to turn over space transportation to commercial companies.

Quote
Some members of Congress immediately promised a fight. One legislator called the plan a "death march' for human space flight. But NASA deployed astronauts and other experts to say the Constellation program, begun under former President George W. Bush to return humans to the moon, was too slow and wasteful.

The space agency's budget would grow to $19 billion in 2011 under the proposed budget released on Monday, with an emphasis on science and less spent on space exploration.

"What this does is open up (space) for more people to be going more places in a way that is not on the back of the taxpayers," NASA's deputy administrator, Lori Garver, told reporters in a conference call.

Obama budget would cut NASA moon plan

Here is the full speech at NASA headquarters...

He promises support for NASA but says NO to any manned missions to the moon, and no manned Mars missions for 25 years... I seem to recall John saying they would find a new reason NOT to go back...  :o Seems he was right... and both of us will likely be 6 foot under by the time they get back to Mars  >:(

But he does say they can go land on an asteroid... WHAT THE HELL FOR? Its just a bleeping ROCK

Russia and the Space Accidents

Russia beat us into space on so many incidents despite the fact that we had all those NAZI scientists...

Russia's robot Progress series and Soyuz rockets and spacecraft were and still are the work horse of the space program sending missions to ISS and what ever and supporting the ESA missions as well as Bigelow Aerospace missions

Now suddenly over the past few months they have been having accident after accident...

So much so that we are seeing headlines like this...

Russia blames US for Mars failure

Quote
Moscow - Russia on Tuesday said the failure of its Phobos-Grunt probe for Mars could have been caused by radiation from US radars, in its latest allegation of Western interference in its space programme.

"There is such a theory," Yury Koptev the head of the scientific committee of state technology company Russian Technologies told the RIA-Novosti news agency.

"To test [the theory], an equipment block similar to the one on Phobos-Grunt will be exposed to radiation from the possible unintentional exposure to American radars," said Koptev, a former head of Russian space agency Roscosmos.

Roscosmos is currently looking into the possible causes of its latest major space mishap, after the probe, which was launched in November, met an inglorious end on Sunday when it crashed back into Earth over the Pacific Ocean.

Deputy Prime Minister Dmitry Rogozin said on Tuesday that most of the agency's failures were aftershocks following the industry's dark period of the 1990s, when poor funding could have led to production of faulty equipment.

Russian Progress Cargo Spacecraft Crashes in Eastern Russia After Failing to Find Orbit

A Russian Progress Robotic Cargo Spacecraft NASA

Quote
Too bad the shuttles are shuttered. A Russian Progress cargo spaceship bound for the ISS crashed in eastern Russia this morning after failing to reach orbit. After launching from the Baikonur Cosmodrom in Kazakhstan in the wee hours today the spacecraft encountered some kind of trouble--Russian broadcaster RT said “engine trouble,” but that could mean a lot of things--and plummeted back to Earth with the nearly four tons of food, fuel, oxygen, and other supplies it was taking up to the International Space Station.

Investigators are on the scene trying to figure out the precise cause of the crash. It’s the second failed launch in a month for Roskosmos, which failed to put the Express communications satellite into the proper orbit after launching it aboard a Proton rocket from Baikonur on August 18.

We’re not yet sure how this effects the crew aboard the ISS, but we’ll update if/when more information becomes available. RT’s report is below.

US 'uncertain' after Progress crash as Russia sole ISS provider

Quote
Emergency crews are searching forests in southern Siberia's Altay region as they try to locate the unmanned Russian cargo spaceship which crashed on Wednesday. The Progress vessel was ferrying food and fuel to the International Space Station when it fell back down to earth.

So three major failures in a short time. If I was conspiracy minded I might sat NASA contracted HAARP to knock out the competition...   :o

But if you listen to that RT video above to the NASA geek... how US Astronauts are now dependent on Russia to go into space... how Progress had a 100% success rate till now... you begin to smell a conspiracy. This may shut down space for a long time if they don't solve this, because ESA is also dependent on Russia

What's next? Contract to China to run our space program?

Oh wait.... we already got that in the works

Whats YOUR beef with NASA?

I expect that after this thread we can kiss any NASA funding for Pegasus goodbye :(

 ::)

Back on ATS someone started a thread by this title... so I though we could air our beefs with NASA here too.

I have a list... but I will add them a few at a time and give you guys and gals a chance to add yours :D

NASA huggers are not allowed to post here BWHAHAHAHAHA  8)

The above stated funding issues with the WJU in my opinion should be of MAJOR concern here when they are cutting real programs due to lack of funding....

So have at it...  lets have your beef with NASA... I know John has a list too :P

Beef - NASA Attempts To Hide Airplane Safety Study

Well how about the SMOKING GUN of NASA coverup? (This is not space related)

A few years ago when Micheal Griffin was still NASA director, NASA was commissioned to do a study on Airline Safety. Why NASA? I don't really know...

This particular incident was in the main stream media and literally took an act of Congress to make NASA comply...

NASA Airplane Safety Report Stalled
Some Wonder Whether Survey Is Being Withheld Due to Scary News
By LISA STARK (@LisaStark) Oct. 23, 2007

Quote
The idea behind the NASA aviation safety program was simple -- ask those who work in the system day in and day out about safety-related incidents and then use the information to reduce accidents.

NASA surveyed some 24,000 commercial and general aviation pilots over nearly four years, but the data, collected through early 2005, have never been released. Just six days ago, those affiliated with the project got an e-mail, asking them to turn over any data to NASA and delete survey information from their personal computers.

Jon Krosnick of Stanford University, who helped develop the pilot survey, said it could have made the skies safer.

"Why then, given that benefit, would the government prefer to shut the program down?" Krosnick told ABC News. "Well, certainly one possibility -- that the rates of events are in some cases are higher than people might expect."

The program, called the National Aviation Operations Monitoring Service, grew out of a government goal to reduce aviation accidents by 80 percent over 10 years. That goal was set in 1997 by an aviation commission chaired by then Vice President Al Gore.

NASA spent at least $8.5 million to design and conduct the survey.

The questionnaire covered dozens of safety issues including runway incursions, near misses and engine failure. One source affiliated with the project said it was turning up many more reports of incidents than were officially reported to the FAA.

"There's no question the FAA did not want this out in any way, shape or form," that source told ABC News.

The FAA denies this.

"We are always interested in safety data and the analysis and mining of aviation safety data," FAA acting administrator Bobby Sturgell said.

Sturgell said the FAA also questioned the survey methodology.

"You could not tell where the data came from, and you could not tell if it was the same event being reported on [twice,]" Sturgell said. "There were a number of things which would not enable you to analyze the data and come up with valid actions based on it."

NASA Airplane Safety Report Stalled

Quote
But Krosnick said no one previously questioned the validity of the data.

"There was a lot of testing in advance," he said," to make sure the questionnaire was designed appropriately, that we would get high response rates, and that we would be able to get accurate and honest reports from pilots."

The Associated Press said it had been trying, unsuccessfully, to get the data released through a Freedom of Information Act request.

Just how sensitive the information is seems clear in a document from NASA denying that FOIA request. NASA said "release of the data ... could materially affect the public confidence in, and the commercial welfare of, the air carriers."

The union representing the majority of commercial pilots in the United States said the program is tremendously valuable. "What good is information unless we're able to analyze it and use it? Were some people trying to hide from this?" Captain John Prater, president of the Air Line Pilot's Association, asked.

Members of Congress have now demanded that the data be preserved and presented to lawmakers.

"If the data shows that there are problems with safety, then we need to know that and we need to fix it," Rep. Brad Miller D-N.C., said. Miller, who chairs the House Science and Technology investigations and oversight subcommittee, said, "We shouldn't just decide not to release (the information) rather than have people worry about it."

NASA Airplane Safety Report Stalled

So WHY is NASA even doing this study in the first place? They don't exactly have a good safety record themselves. And they are always saying they are short of funding yet we can see where they spend the money... but to deliberately hide the results? To deleted records, more so to instruct employees to do this? Sounds CRIMINAL to me...

Even a major main stream News agency like ABC couldn't get an FOIA release? WTF? Really? Congress had to step in to order the data to be preserved? And this was in 2007... where is that data now? I have seen no follow up on this report. I think we should contact the journalist and ask...

If anyone has a Twitter account, perhaps you could ask her for us on what happened to this story..

Lisa Stark
@LisaStark Washington, D.C.
ABC News Correspondent

After all that we get a statement from the NASA Director...

Quote
In a statement, NASA administrator Michael Griffin said, "As a general practice, I believe that NASA research and data should be widely available."

The administrator has now taken steps to make sure the safety survey data is preserved and the agency is looking into whether it can release it. A NASA spokesman told ABC News the data is still being analyzed, and that an analysis won't be finished until the end of the year.

Looking into releasing it? Really? How can anyone trust an organization that pulls this crap

Report: Astronauts Flew Drunk On at Least Two Occasions
By NED POTTER (@NedPotterABC) and GINA SUNSERI
July 27, 2007

Quote
A report to NASA released today cites two cases "where astronauts had been so intoxicated prior to flight that flight surgeons and/or fellow astronauts raised concerns to local on-scene leadership regarding flight safety. However, the individuals were still permitted to fly."

The report, prepared at NASA's request by an outside panel of doctors, engineers and present and former astronauts, does not name the astronauts or specify on what flights they flew.

After the report, NASA said today at a news conference that it would develop a written code of conduct, take anonymous surveys to improve communication and conduct an internal safety review.

"The members of our astronaut corps, civilian and military, represent a group of America's most extraordinary and talented individuals, by any standard," said Shana Dale, NASA's deputy administrator. "For almost the entire history of the astronaut corps, our experience has been that NASA's astronauts conduct themselves with integrity, professionalism and a desire to bring honor to America and our nation's space program."

Dale emphasized that the report was based on anonymous allegations and anecdotal evidence and that any specific information obtained by the committee would be subject to rules of medical record privacy.

"We did not get into specific information," said Col. Richard Bachmann, dean of the Air Force School of Aerospace Medicine, who chaired the panel."The issue of concern is that the medical advisors or peers, who should have felt empowered to raise concerns, were not."

Dale said NASA would follow the panel's recommendation that rules be made more clear, and people encouraged to speak up when they're worried about safety. But she added, "Chenages in culture do not happen overnight. It's a process."

NASA Astronaut Health Care System Review Committee
February – June, 2007
Report to the Administrator

Quote
Psychosocial health of astronauts has been a concern for over a decade. Several major studies, including the 1997 National Academy of Engineering Advanced Technology for Human Support in Space, and the 2001 Institute of Medicine’s Safe Passage: Astronaut Care for Exploration Missions identified the requirement to address human factors in selection, training and support for spaceflight. Behavioral health was specifically identified as an area that posed a significant vulnerability to the success of long duration space flight.
In a memo dated 7 Feb 2007 (Attachment 1), the NASA Administrator directed the NASA Chief Health and Medical Officer (CHMO) to coordinate a review of the medical and behavioral health services for NASA astronauts, focused on space medicine operations at the Johnson Space Center (JSC). The tasks to be accomplished by the review were expanded in the charter provided by the CHMO (Attachment 2) at the first meeting of the committee.
In order to accomplish the directed review, the NASA CHMO contacted the senior medical officers of various federal agencies, such as the Department of Veterans Affairs (DVA), Department of Defense (DoD), and Federal Aviation Administration (FAA) and solicited nominations of “appropriately credentialed physicians and mental health professionals, employed by the Federal government or on active duty in the military services, and experienced in medical and behavioral health support to organizations and personnel engaged in critical or hazardous operations,” including at least one expert in aerospace behavioral health for review committee membership. The CHMO selected members from the pool of nominees based on professional credentials, operational experience and availability. Assignment and notification to the committee members occurred in late February 2007.

First App from WJU Classroom of the Future Plants Seeds for Long Mission

WHEELING, WV, May 23, 2012 -- You're stuck on the Moon or relocated to Mars -- how are you going to survive for months and possibly years without resupply?

This is the challenge you face in the BLiSS Sim, the first science education app developed by the NASA-sponsored Classroom of the Future at the Center for Educational Technologies at Wheeling Jesuit University. With help from NASA's Bioregenerative Life Support System research, you can plan a plant-based, Earth-like solution for oxygen, water and food production.

The BLiSS Sim is now available for free download from the iTunes Store.

"There are thousands of apps available in the iTunes store," said Laurie Ruberg, associate director of the Center for Educational Technologies. "What makes this app unique and highly desirable is that it uses a game format to engage youth and adults in the challenges of supporting humans in space or extreme environments on Earth."

In the BLiSS Sim players learn how four plant type--wheat, potatoes, soybeans and lettuce--can be grown and harvested to supply human oxygen, water and food needs.

"Anyone interested in plants, human space travel or planning biological sustainability here on Earth will want to have this app that is based on NASA advanced life support research," Ruberg said.

NASA's Bioregenerative Life Support System research was conducted at a variety of NASA centers and academic institutions but was primarily supported by the Biological Sciences Branch at Kennedy Space Center in Florida. The Classroom of the Future first put that research to use in BioBLAST®, its award-winning biology education CD-ROM published in 1999. The BLiSS Sim app was also featured in another NASA-funded Classroom of the Future project over the last two years, MoonWorld, a simulation in which players in the Second Life virtual world perform research at a lunar base.

Chuck Wood, director of the Center for Educational Technologies and a longtime NASA scientist, said the BLiSS Sim provides food for thought, so to speak, regarding long-term space missions.

"At home we might plan our meals, make a shopping list and purchase our perishable and processed food supplies at the grocery store as we need them. On a Moon or Mars base we must plan far in advance the crops we plant and grow because we'll rely on them for our supply of oxygen, water and food," Wood said.

"This is what the BLiSS Sim iPad app is designed to do--help future space travelers learn how to plan a crop growth system that can support a human crew for long periods of time when frequent resupply is not feasible. Taking advantage of the education potential of an iPad app is a great way for youth and adults alike to learn what's involved in long-duration space travel."

Andrew Harrison, web application programmer at the Center for Educational Technologies, programmed the app and endorses the iPad as an educational tool.

"Mobile development is the hot, new trend for programmers. Once I created my first touch screen interactive demo, I was hooked, and I think learners will find playing the BLiSS Sim just as engaging. It's always fun learning something new, especially in a fresh medium."

The images, design and look of the BLiSS Sim were created by Cassandra Lightfritz, who has won multiple national awards for her work as a graphic designer at the Center for Educational Technologies.

"One of my favorite things to design is an interactive interface, and it was especially exciting creating an interactive iPad app for NASA," Lightfritz said. "I did a lot of research about hydroponics and growing plants in space and became inspired by the different hydroponic systems, which influenced parts of the interface design. I wanted the app to visually reflect what it is like to grow plants in space."

Nope not really.. The Vatican has already stated publicly that its okay to believe in Aliens and they are ready to Baptize them

My Moroccan girlfriend :P told me that Muslims know there are aliens because Allah created them to

The Tibetan Monks channeled ET and said they will come to save us
Tibetan Monks RV - See ET Saving World In 2012

What is really funny is that all over conspiracy sites everyone is digging through all the old texts as proof Aliens visited us in the past, may even be responsible for some religions

And then those same people say religions want to cover it up

Funny huh?

I suppose its selective reading :D
