Brace yourselves for more potential drama as California's Department of Water Resources once again tests Mother Nature's kindness and begins releasing more massive amounts of water down the Oroville Dam spillway next week.

The dam's floodgates have been closed since February 27 in order that work crews could clear debris that had collected around the bottom of the spillway and downstream along the Feather River, however the significant damage to the spillway itself remains and will likely lead to further erosion of the adjacent hillside as water releases are set to begin again on or around March 17. Fixing the spillway, which can't begin until after spring runoff ends, is expected to cost over $200 million.

This video suggests a possible fix to save the emergency spillway, and really in truth, the whole crippled Oroville Dam. With the off-the-charts Sierra snow pack lurking above the Central Valley, this dam, and most of the California watershed will be under intense pressure to handle the run-off over the coming 2-3 months. The odds are the emergency spillway will be used again, given the state of the primary spillway.

Based on what occurred on Feb 12th, it`s clear the Achilles heel of the whole deal is near the north end of the emergency spillway near the parking lot, and with whatever strategy/design approaches it requires, flooding in that area must be avoided.

"Hi Juan. Good factual stuff, keep up the good work.

Picking a nit here, The river flow control valves you show in the video and describe as spherical valves are actually "Howell-Bunger valves". Their purpose is to reduce the dynamic force of the water as it discharges. The baffle ring that was removed due to deterioration help do the same thing. The spherical valve is upstream of the H-B valve and is used to control flow.

The 2009 test was the first time the spherical valve was going to open to 100% (without the baffle ring in place that was a very very bad decision). The H-B valve bolts and mount was known to be badly corroded before the test and like you said at 85% flow the H-B valve failed catastrophically (the H-B valve blew off it's mount and shot down the discharge tunnel).

With the H-B valve gone the full flow of the water created a partial vacuum that caused the pressure wall to collapse injuring the 5 workers and creating 100 mph winds to whip through the access tunnel before the spherical valve could be closed.
Back in 1968 the river flow valves initially were never to be operated after they were closed to start filling the reservoir. The belief was the Hyatt plant and the main spillway was the way to control reservoir level.

However with historically low reservoir levels from the continual drought AND a new law passed to better regulate feather river water temperature for the fish welfare, it was decided to get the valves back in operation to add colder water from the bottom of the reservoir (the Hyatt intakes are much higher in the reservoir). FYI"

WATER FLOWING DOWN OROVILLE FLOOD CONTROL SPILLWAY ONCE AGAIN

The releases began at 11 a.m. to reduce reservoir levels.

In the meantime workers have removed more than 1-million cubic feet of debris that clogged the river channel.

The water releases down the fragile spillway will be closely monitored.

"Towards the end of this run which will be five to six days depending on the in-flow into the reservoir, we'll ramp down to 40, and continuously evaluate the flood control spillway," Bill Croyle, Acting Director of the California Department of Water Resources said.

Oroville Dam: DWR says cost of crisis tops $100M; spillway gates reopened

Oroville — The state Department of Water Resources Friday said the cost associated with the ongoing crisis at Oroville Dam totaled about $100 million through the end of February.

Estimates for March weren’t immediately available, but Bill Croyle, acting director of the Department of Water Resources, said the daily average cost at the dam in February was about $4.7 million, a number previously reported by this newspaper.

With increased releases out of Lake Oroville at 46,000 cubic feet per second and inflow at around 13,000 cfs this morning, lake levels are dropping quickly. Current lake level is just over 853 feet, that’s a drop of over 10 feet since officials resumed releases out of the damaged main spillway last Friday, for the first time since Feb. 27th. Stop-gap repairs performed during the shut off period appear to be working with no significant erosion reported.

The Department of Water Resources says the current outflow levels will remain for about a week.

Oroville Dam: More flow, more questions being asked



Oroville – Many questions remain unanswered about the status and plans for the damaged Oroville Dam spillways. However a lot of work is underway, Department of Water Resources officials said during a press conference Thursday in Oroville.



Even so, the water will have to be released down the damaged main spillway starting at 9 a.m. Friday to make room for water flowing into Lake Oroville from the current storm and more on the way, and later for snowmelt.



As of 7 p.m. Thursday, the lake was at 864.4 feet above sea level, which is up three feet in 24 hours. The top of the problematic emergency spillway is 901 feet.


The spillway flows will gradually be ramped up to 35,000 cubic feet per second, and flows will be shut down through the Hyatt Powerhouse under the dam. The spillway flows will continue for 10 to 14 days, according to acting DWR Director Bill Croyle.



Meanwhile, the DWR plans to choose a contractor this weekend to repair the spillway, even though the reconstruction plans have not yet been completed. Also, the crew hauling away debris near the spillway will continue into the near future. And to track down the cause of the spillway failure, a “forensic team” arrived on scene Thursday to begin investigating.



MORE STORMS


As of Thursday, the 2016-2017 water year officially broke the record for wettest year for the Northern Sierra eight-station index. The last year that was nearly as wet was 1982-1983. For this year, so far, 89.7 inches of precipitation has fall in the watershed, and more storms are on the way, Croyle said. This places the year at 207 percent of average for this time of year.



The 10-day forecast for the Feather River basin calls for two more storms, as well as more snow.

“I think I have said before, we have enough snow and enough water,” Croyle said.




REBUILDING SPILLWAY


As soon as this weekend a contractor will be hired to do repair work to the Oroville spillway, even though the plan for the work has not yet been completed. The firm that is hired will start work Monday.

DWR’s chief engineer Jeanne Kuttel said even without actual design plans, the company hired will have plenty to do. Work will begin on a detailed schedule. Equipment can begin to be moved into the area. Work areas can be assessed, security details can be made and haul routes mapped. Concrete and other raw materials can also be moved into the area, she explained.



Croyle said the quick pace is important. Normally a project of this size would take years just for the planning. “We need hours and days for approval vs. weeks, months and years,” he said. Rather than have paperwork shuffle back and forth, staff from agencies will meet together, Croyle said.



HYATT POWER PLANT


A complicated system of power poles connects Lake Oroville to other areas of the state. When the spillway failed, several of those power connections were relocated. To finish the job, the “physical tie-in to the power plant,” is scheduled to be rebuilt once water stops flowing through the turbines at Hyatt Powerhouse next week.



After the work is done, water will be increased through the plant to 6,000 cfs, which is half the capacity of the plant, he explained.



April 22, one of the penstocks bringing water to the power plant will be shut down for four to five weeks to “tune up the system for a much longer run this summer, at full capacity,” Croyle explained.



That will include regular maintenance and preparations to replace turbine one, which has been out of service a couple of years.



Tracking down problems
Thursday was the first day at the dam for a team of “forensic investigators” who will determine the cause of the failure of the spillway at Lake Oroville, and determine whether failure could happen again.



Feb. 13, the Federal Emergency Regulatory Commission sent a letter to DWR calling for an independent review of what went wrong.



DWR engineer Kuttel explained that FERC requires that the team members are independent of the state water agency. To help assemble, the team, DWR reached out to the United States Society of Dams, www.ussdams.org and the Association of State Dam Safety Officials, www.damsafety.org, Kuttel said.



The team did inspections of the site Thursday and plans to head to Sacramento Friday to look at records on the dam, she said.

This situation is not improving. In the last 2 weeks, Trinity Dam went from 89% Capacity to 94%, Shasta Dam went from 89% to 96% & Oroville Dam went from 76% to 85%.

And the weird thing is that there really hasn't been that much rain in California. Has the Sierra pack snowmelt begun? And this is with 6-10 days of storms starting today.



This situation is not getting better. Please take it seriously.
