You know what the evacuation plan is? ‘Get the hell out of town!'” said Kevin Zeitler, a critic of the state water agency’s interactions with communities downstream of the dam.

The state informed federal dam regulators that local emergency officials “do not believe there is enough time to perform evacuations in the communities immediately downstream of the dam during a sudden failure,” according to a Feb. 8, 2011, letter reviewed by The Associated Press.

Absent “significant” advance warning, emergency responders instead would likely withdraw to safer ground and prepare for victims, said the same letter by the Federal Energy Regulatory Commission, which oversees safety of hydroelectric dams, in a summary of the state’s conclusions.

We have been following the Oroville dam drama out in California an have been watching what happens with the rain today and expected in the next few days.

We had reported on strange things about this event. They did quarry blasting fairly near the dam that may have caused the spillway defect. Dr. Leuren Moret had said this may not be an ordinary accident but it may have had some “help” from California officials. That idea had lots of traction and many on the web were adding similar observations and crowd-sourcing a citizens’ investigation that continues.

Dr. Moret thinks that quick action and skepticism by the public on this possible false flag may have nipped a weather modification plan in the bud.

“There was supposed to be rain starting last night and for 3 days, then by yesterday afternoon (Wed.) it was only last night and tomorrow, then this morning there was none last night or today. Tomorrow? That phone call stopped it and since there was a greater panic in Sacramento Capitol to send all the people back yesterday, so the call MUST have come from the Gov’s office to stop the storm and get the people home.

They are planning to do these dam collapses all over California, but now too many people watched the TV and internet coverage and they will be very wary and scream out when the Capitol tries to pull another one – then that depopulation agenda becomes impossible to do, and its really to steal the farmland.

They are NOT going to blow the Oroville dam any time soon. That is a sure thing for Brown politically.”

“These are two bulletins from the CA Water agency about weather modification experiments in CA out of UC Davis, one is 1957 under Gov. Goodwin Knight, ca_weathermodmap and the second in 1965 under Gov. Edmund Brown, and in 1965 UCD Chancellor Emil Mrak was working at a secret Navy facility in the White Mtns. where the Navy had a spiderweb of NWO programs going on (some underground) – so weather modification in CA would have been one and Mrak was a founder of food science – so he was involved at that secret Navy facility – in processed/GMO food development and Monsanto linked as well. He was also setting up the World food security, and we now have a new huge World Food Institute on the UCD campus with other NWO buildings/projects in one corner of the campus.

Both of the bulletins are about weather modification experiments (had to be US Navy/HAARP) in California, where, how, when. This ties Edmund Brown to development of HAARP/Weather modification in California and now Jerry Brown to the execution of those technologies to take down California so Rothschilds/Getty’s could steal the agricultural land. Gavin Newsom, a Getty heir, is due to be the next Gov. of California, so they are lining up the NWO in the capitol.

We had no rain last night. A phone call made that storm disappear after the evacuation, and I think that evacuation wrecked Brown’s plan to destroy Oroville dam with HAARP weather. Downstream at Oroville (the town), the same storm dumped 0.14?, but at the Oroville dam itself only 0.08?, so there is definitely artificial loading of the watershed to flood the reservoir.

Weather modification artificially moved the storm over the lake, with a knife edge perimeter across the north end of the lake and heavy cloud loading over the watershed N. of the lake, for maximum rainfall and snow melt flooding the reservoir to overflow.

The rainfall over the watershed north of the reservoir is more than DOUBLE the rainfall anywhere else on that map, and it is 22.25 times higher than at the dam on the south end of the lake.  That proves weather modification can be extremely granular and “cookie cutter” precisely shaped geometrically to the target area.

I have seen this across Eurasia with Russia and China putting high pressure areas over their countries to protect their cities from radioactive contaminated Fukushima air masses moving across Eurasia.  I have also seen the entire former Hapsburg Empire from Portugal through Europe, Austria, and Italy also protected – with “cookie cutter” precision at the borders – with a high pressure area over the Hapsburg regions, keeping denser colder air loaded with Fukushima radiation out of the protected regions.

 I saw the video of the damage last night on weather underground; it actually isn't as bad as I expected it to be; the report on weather underground stated they would be starting on the repairs soon as possible...
luckily for them the rain has stayed well south of Oroville for the last several days

If they get a rapid melt of the snow in the mountains and the dam is breached again, I don't know if this dam can withstand another washout.  If I lived downstream from this dam, I would be heading to higher ground, now not when it lets go!

Story Highlights
Almost five dozen tornadoes have been confirmed, so far.

Just over 1,000 reports of severe weather occurred in the Midwest, East and South.

This is the most severe reports for any 48-hour period in the U.S. in almost six years.

Almost five dozen tornadoes and just over 1,000 total reports of severe weather tore through parts of the Midwest, South and East from February 28 through March 1, 2017, in what was the largest severe weather outbreak since the late spring 2011.

National Weather Service surveys have confirmed at least 59 tornadoes occurred in 11 states from Kansas and Iowa to Michigan to Tennessee during the outbreak.

One EF4 tornado tore a roughly 50-mile path through southeast Missouri and southern Illinois, striking just north of Perryville, Missouri, about 65 miles south-southeast of St. Louis, around 9 p.m. CST on February 28.

This was the first violent (EF4 or stronger) tornado of 2017. Peak winds were estimated by an NWS-Paducah damage survey of 180 mph.

Aerial footage shows some homes simply a pile of rubble and vehicles tossed. Five homes were leveled in Perry County, Missouri. The damage survey found evidence of multiple vortices as the tornado neared the Mississippi River. More homes were destroyed in Jackson and Franklin Counties in southern Illinois.

On the ground for 1 hour and 2 minutes, this was the longest-track tornado in the forecast area covered by NWS-Paducah in over 35 years, since another F4 tornado on April 22, 1981.

Tracking for about 44 miles, a second long-track EF3 tornado spun from far southeast Illinois near the town of Carmi to near the southwest Indiana town of Oakland City. About 150 structures were either damaged or destroyed in White, Posey, and Gibson Counties, according to NWS-Paducah.

These two tracks could be the longest in the the NWS-Paducah forecast area since the mid-1990s.

Interestingly, these tornadoes occurred near the path of the infamous Tri-State Torrnado of March 18, 1925, the deadliest single tornado in U.S. history. One home near Crossville, Illinois, was damaged both in the Tri-State tornado and again on February 28, 2017.

Other EF3 tornadoes were confirmed in Naplate and Ottawa, Illinois and near Washburn and Rutland, Illinois. One home in Naplate was lifted off its foundation, left with only its interior walls intact, according to a NWS-Chicago storm survey.

Three tornadoes in southern Michigan were the first February tornadoes in that state since exactly 43 years prior, on February 28, 1974, which had been the state's only February tornado of record dating to 1950.

The following day, tornadoes were spawned mainly embedded in an expansive squall line from Ohio to Kentucky, Tennessee and north Georgia.

In addition to the tornadoes, there were roughly 686 reports of thunderstorm wind damage or high thunderstorm winds, and another 257 reports of large hail.

Brace yourselves for more potential drama as California's Department of Water Resources once again tests Mother Nature's kindness and begins releasing more massive amounts of water down the Oroville Dam spillway next week.

The dam's floodgates have been closed since February 27 in order that work crews could clear debris that had collected around the bottom of the spillway and downstream along the Feather River, however the significant damage to the spillway itself remains and will likely lead to further erosion of the adjacent hillside as water releases are set to begin again on or around March 17. Fixing the spillway, which can't begin until after spring runoff ends, is expected to cost over $200 million.

This video suggests a possible fix to save the emergency spillway, and really in truth, the whole crippled Oroville Dam. With the off-the-charts Sierra snow pack lurking above the Central Valley, this dam, and most of the California watershed will be under intense pressure to handle the run-off over the coming 2-3 months. The odds are the emergency spillway will be used again, given the state of the primary spillway.

Based on what occurred on Feb 12th, it`s clear the Achilles heel of the whole deal is near the north end of the emergency spillway near the parking lot, and with whatever strategy/design approaches it requires, flooding in that area must be avoided.

"Hi Juan. Good factual stuff, keep up the good work.

Picking a nit here, The river flow control valves you show in the video and describe as spherical valves are actually "Howell-Bunger valves". Their purpose is to reduce the dynamic force of the water as it discharges. The baffle ring that was removed due to deterioration help do the same thing. The spherical valve is upstream of the H-B valve and is used to control flow.

The 2009 test was the first time the spherical valve was going to open to 100% (without the baffle ring in place that was a very very bad decision). The H-B valve bolts and mount was known to be badly corroded before the test and like you said at 85% flow the H-B valve failed catastrophically (the H-B valve blew off it's mount and shot down the discharge tunnel).

With the H-B valve gone the full flow of the water created a partial vacuum that caused the pressure wall to collapse injuring the 5 workers and creating 100 mph winds to whip through the access tunnel before the spherical valve could be closed.
Back in 1968 the river flow valves initially were never to be operated after they were closed to start filling the reservoir. The belief was the Hyatt plant and the main spillway was the way to control reservoir level.

However with historically low reservoir levels from the continual drought AND a new law passed to better regulate feather river water temperature for the fish welfare, it was decided to get the valves back in operation to add colder water from the bottom of the reservoir (the Hyatt intakes are much higher in the reservoir). WATER FLOWING DOWN OROVILLE FLOOD CONTROL SPILLWAY ONCE AGAIN

The releases began at 11 a.m. to reduce reservoir levels.

In the meantime workers have removed more than 1-million cubic feet of debris that clogged the river channel.

The water releases down the fragile spillway will be closely monitored.

"Towards the end of this run which will be five to six days depending on the in-flow into the reservoir, we'll ramp down to 40, and continuously evaluate the flood control spillway," Bill Croyle, Acting Director of the California Department of Water Resources said.

Oroville — The state Department of Water Resources Friday said the cost associated with the ongoing crisis at Oroville Dam totaled about $100 million through the end of February.

Estimates for March weren’t immediately available, but Bill Croyle, acting director of the Department of Water Resources, said the daily average cost at the dam in February was about $4.7 million, a number previously reported by this newspaper.

Current lake level is just over 853 feet, that’s a drop of over 10 feet since officials resumed releases out of the damaged main spillway last Friday, for the first time since Feb. 27th. Stop-gap repairs performed during the shut off period appear to be working with no significant erosion reported.

The Department of Water Resources says the current outflow levels will remain for about a week.

Oroville – Many questions remain unanswered about the status and plans for the damaged Oroville Dam spillways. However a lot of work is underway, Department of Water Resources officials said during a press conference Thursday in Oroville.



Even so, the water will have to be released down the damaged main spillway starting at 9 a.m. Friday to make room for water flowing into Lake Oroville from the current storm and more on the way, and later for snowmelt.



As of 7 p.m. Thursday, the lake was at 864.4 feet above sea level, which is up three feet in 24 hours. The top of the problematic emergency spillway is 901 feet.


The spillway flows will gradually be ramped up to 35,000 cubic feet per second, and flows will be shut down through the Hyatt Powerhouse under the dam. The spillway flows will continue for 10 to 14 days, according to acting DWR Director Bill Croyle.



Meanwhile, the DWR plans to choose a contractor this weekend to repair the spillway, even though the reconstruction plans have not yet been completed. Also, the crew hauling away debris near the spillway will continue into the near future. And to track down the cause of the spillway failure, a “forensic team” arrived on scene Thursday to begin investigating.



MORE STORMS


As of Thursday, the 2016-2017 water year officially broke the record for wettest year for the Northern Sierra eight-station index. The last year that was nearly as wet was 1982-1983. For this year, so far, 89.7 inches of precipitation has fall in the watershed, and more storms are on the way, Croyle said. This places the year at 207 percent of average for this time of year.



The 10-day forecast for the Feather River basin calls for two more storms, as well as more snow.

“I think I have said before, we have enough snow and enough water,” Croyle said.




REBUILDING SPILLWAY


As soon as this weekend a contractor will be hired to do repair work to the Oroville spillway, even though the plan for the work has not yet been completed. The firm that is hired will start work Monday.

DWR’s chief engineer Jeanne Kuttel said even without actual design plans, the company hired will have plenty to do. Work will begin on a detailed schedule. Equipment can begin to be moved into the area. Work areas can be assessed, security details can be made and haul routes mapped. Concrete and other raw materials can also be moved into the area, she explained.



Croyle said the quick pace is important. Normally a project of this size would take years just for the planning. “We need hours and days for approval vs. weeks, months and years,” he said. Rather than have paperwork shuffle back and forth, staff from agencies will meet together, Croyle said.



HYATT POWER PLANT


A complicated system of power poles connects Lake Oroville to other areas of the state. When the spillway failed, several of those power connections were relocated. To finish the job, the “physical tie-in to the power plant,” is scheduled to be rebuilt once water stops flowing through the turbines at Hyatt Powerhouse next week.



After the work is done, water will be increased through the plant to 6,000 cfs, which is half the capacity of the plant, he explained.



April 22, one of the penstocks bringing water to the power plant will be shut down for four to five weeks to “tune up the system for a much longer run this summer, at full capacity,” Croyle explained.



That will include regular maintenance and preparations to replace turbine one, which has been out of service a couple of years.



Tracking down problems
Thursday was the first day at the dam for a team of “forensic investigators” who will determine the cause of the failure of the spillway at Lake Oroville, and determine whether failure could happen again.



Feb. 13, the Federal Emergency Regulatory Commission sent a letter to DWR calling for an independent review of what went wrong.



DWR engineer Kuttel explained that FERC requires that the team members are independent of the state water agency. To help assemble, the team, DWR reached out to the United States Society of Dams, www.ussdams.org and the Association of State Dam Safety Officials, www.damsafety.org, Kuttel said.



The team did inspections of the site Thursday and plans to head to Sacramento Friday to look at records on the dam, she said.

This situation is not improving. In the last 2 weeks, Trinity Dam went from 89% Capacity to 94%, Shasta Dam went from 89% to 96% & Oroville Dam went from 76% to 85%.

And the weird thing is that there really hasn't been that much rain in California. Has the Sierra pack snowmelt begun? And this is with 6-10 days of storms starting today.



This situation is not getting better. Please take it seriously.

Well water purification is easy with simple charcoal  and you don't need fancy over unity devices to do that. More important is desalinization plants  because all the fresh water eventually ends up in the ocean.

What we need to do is build bigger reservoirs with solar pumps and pipelines to collect flood waters in one regions and ship them to drought regions

A combination of 130 inches of Water equivalent in the Sierra Snowpack and record high temperatures in the 90 degree range today and tomorrow, California & Nevada could be facing some major flooding problems in the near future.


I called the snow melt date wrong before but now it is not my conclusion, this information comes from the weather channel.



This is the first time I've seen an estimation of how much water is set to flow into the creeks, rivers, lakes, dams and reservoirs from the Sierra Mountains 130 inches equals 10 feet and 10 inches. 

Combine that with the high levels of the Shasta Dam and the problems of the Damaged and closed Oroville Dam spillway and this looks like trouble to me.



I pray I am wrong.

If you live near these areas, I suggest you prepare and stay aware of the situation either way.

 ::)  These DWR guys are really something!  It shocks me to see people that are so willing to place so many others in harms way.  Even worse, is that this is usually done for greed/money.  Cutting corners, making side deals for workers or materials, things like this.  Most of which is to keep or put money in their pockets.
   Maybe we should have a control method, like have the people who are responsible for the construction live immediately below the dam for a prescribed time.  LOL   ;D   At least this way the people responsible will face the consequences as well.  lol  Maybe this would make them think twice before lessening the quality of the construction to benefit themselves. 

   Oh well, I can dream can't I?    LOL    ::)
